hey does quitting because you have a really bad connection count as rage quitting?

It doesn't. Quiting because your loosing dose, but it's annoying when people quit whatever the reason.

I don't think Bungie takes that into account in considering a ban, though. There should be some sort of check to see the reason why you quit. If it is because of a terrible connection, you really should not be penalized.
