Is there a way to get the new Halo 3 maps without buying ODST?

At this time Bungie has not announced any plans to release the new maps as separate DLC for Halo 3, and they have in fact said this will not happen.

However it is likely that, in time, they will release them as DLC, much like Epic eventually did with the flashback maps in Gears 2.
